Abstract

In impact assessment, the integrity of information is most important. However, when stakeholders—particularly vulnerable communities—face retaliation for voicing concerns, the flow of accurate information is obstructed. This session will discuss the link between retaliation and the proliferation of misinformation and disinformation in impact assessments.
Drawing from experiences within the ADB Accountability Mechanism, we will explore:
• The Impact of Retaliation: How fear of reprisal suppresses stakeholder input, leading to information vacuums that can be filled with misinformation.
• Mechanisms for Protection: Strategies and tools employed to safeguard stakeholders, ensuring their voices contribute to credible assessments.
• Case Studies: Real-world examples highlighting challenges and successes in addressing retaliation and maintaining information integrity.
• Collaborative Approaches: Engaging with communities, civil society, and institutions to foster environments where information flows freely and safely.
By examining these facets, the session aims to underscore the importance of protecting stakeholder voices to uphold the credibility and effectiveness of impact assessments.
