Abstract

This study evaluates the effectiveness and impacts of ordinances institutionalizing e-Government systems in the municipalities of Nabua and Bula, Camarines Sur, Philippines.A key finding is that both municipalities have enacted ordinances to adopt e-governance platforms. Nabua fully implemented the systems in 2019 while Bula’s roll out was delayed to 2023 due to the pandemic and technical constraints. Over 53% of respondents reported faster service delivery, and 31% cost savings. However, challenges remain, including system downtimes, limited infrastructure, and gaps in training and technical capacity. Surveys showed high awareness (81%) and generally positive perceptions of the system’s usefulness.In terms of policy impact, the adoption of the systems has promoted greater transparency and efficiency. It helped reduce red tape and enhanced public access to information. The initiative also demonstrated strong alignment with the national digitization program. However, issues on sustainability remain a key issue.
