This presentation shares lessons from Brazil on inclusive evaluation in infrastructure, highlighting legal gaps, participatory tools, and alignment with the World Bank’s ESS10.
This presentation explores the integration of inclusive and participatory approaches in the evaluation of infrastructure projects, drawing on Brazil’s national legal framework and its alignment with the World Bank’s Environmental and Social Framework (ESF), particularly Environmental and Social Standard 10 (ESS10). It highlights findings from a recent overview assessment of Brazil’s federal legislation, identifying strengths in transparency and grievance mechanisms, as well as gaps related to the continuous verification of vulnerable group representation and the timeliness of stakeholder engagement. The presentation also features a case study from Porto Alegre’s Green, Resilient, and Inclusive Urban Regeneration Project, which applied participatory planning tools—such as stakeholder mapping, perception surveys, and gender-sensitive safety audits—to inform project design and risk mitigation. The session will reflect on how these practices contribute to more equitable and effective infrastructure outcomes, and how they can be scaled and adapted in other contexts. The discussion will be framed within broader efforts to bridge the gap between policy and implementation in environmental and social risk management, especially in the Global South.
