Abstract

Digital tools and platforms are being used and are influencing Impact Assessment worldwide. IA in Pakistan has often been criticized for lack of transparency. This study aimed to explore the digital tools currently being used in IA of Pakistan, challenges faced by the implementing agencies to use and introduce such tools, new tools being developed and way forward. The study used interviews from the implementing agencies as a data collection method. Findings reveal that IA process lacks use of digital tools. Reports are still being submitted and evaluated manually. Decisions are not being published online. Lack of institutional capacity, bureaucratic involvement, and lack of political will were the main reasons highlighted by the respondents. The study also presents some progress made by the agencies. It was suggested that capacity building of the agencies and reduced political involvement is essential to introduce digital platforms for the purpose of enhancing transparency in IA. The results of the study may help policy makers prioritize the need for digital tools in IA of Pakistan.
