This study aimed to consider to functions of an ordinance on renewable energy tax for regional coexistence through document research and stakeholder interviews in Miyagi Prefecture, Japan.
In recent years, a large-scale introduction and a main power source of renewable energy are required to realize decarbonized society in Japan. On the other hand, environmental conflicts have arisen between local residents and proponents in areas where they had been promoted. To avoid these conflicts and introduce renewable energies for regional coexistence, it is necessary to consider countermeasures by administration. According to them, in Miyagi Prefecture, an ordinance on renewable energy tax for regional coexistence was first enacted in 2024. This study aimed to consider to functions in consensus building under the ordinance through document research and stakeholder interviews.
The results showed the purpose of this new tax is leading developments to suitable areas, and the revenue of tax is used for public in the prefecture. Furthermore, the projects follow the current system that prioritizes consensus building measures are tax-exempt, and the relevant guideline was published to advise consensus building through a consultation in municipalities. In the case of the first tax-exempt project in Shiroishi City, the consultation was operated by the proponent, confirmed the environmental impact assessment process, and provided local residents further opportunities for participation. Furthermore, the functions had comprehensive evaluations of the plan with the features of local contributions. In this case, the consultation had such functions in consensus building, but there were differences among stakeholders regarding who should have established the consultation, etc.
