Abstract

As a crucial vehicle for the clean and efficient utilization of coal in China, energy and chemical bases play a significant role in supporting energy security and regional economic development, while simultaneously facing challenges related to resource constraints and ecological environmental protection. Based on a systematic investigation into the current state of ecological and environmental protection in these bases, this presentation summarizes their achievements in source prevention, end-of-pipe treatment, resource and energy efficiency improvement, and technological innovation. It also analyzes the current bottlenecks restricting their green and low-carbon development. Furthermore, the presentation explores potential contributions of the planning EIA system, including promoting research and assessment of long-term cumulative regional impacts, evaluating the "dual carbon" goals for energy and chemical bases primarily based on intensity indicators, and establishing a base-level collaborative evaluation system for pollution and carbon reduction.
