Presentation of joint evaluation of an Indigenous Program of environmental compensation at Brazilian Amazon, carried out between the technical team, Indigenous representatives and company
This presentation addresses the joint evaluation process of the “São Marcos Program”, which has been in place since 1997 as socio-environmental compensation for the passage of the 230 KV Venezuela – Brazil Transmission Line (TL), which crosses the São Marcos Indigenous Land, where more than 10,000 people from the Macuxi, Wapichana and Taurepang etnies live.
The Program has gone through different phases, having contributed to the guarantee and protection of territory, training processes, community governance, institutional strengthening and promotion of sustainability.
The construction of a new long-term cycle for the Program is planned, which should be based on an evaluation of the results achieved in the previous phases.
This assessment is being carried out jointly and in a participatory manner between the technical team (Comtexto Consulting), the association representing the indigenous peoples (Association of Indigenous Peoples of São Marcos Land – APITSM) and the company responsible for the TL (Eletrobras).
In the presentation, we will highlight the main methodological definitions of the process, including the holding of participatory workshops in each of the 49 communities of the Indigenous Land, extended assessment meetings with the leaders of each of the three regions of the territory, specific discussion groups with women and young people, the carrying out of a socio-environmental diagnosis with the involvement of indigenous researchers, a communication and consultation plan, among others. Some preliminary results of the process – still in course - will be presented
