Abstract

Effective project implementation requires the coordinated involvement of numerous stakeholders. In Romania, the execution of transport infrastructure projects over the past two decades has revealed numerous cases where poor coordination among planners, EIA developers, and contractors, combined with limited capacity and expertise within infrastructure management companies and environmental authorities, has resulted in ineffective or poorly executed impact mitigation measures. This presentation will examine several case studies comparing project-level mitigation plans with post-construction realities from highway and railway projects in Romania, and will provide estimates of the potential negative consequences arising from these deficiencies.
