How Vale’s Territorial Action Plans (PAT) support integrated and transparent business decisions, focusing on local priorities and co-creation with communities.
Historically, mining has been associated with both positive and negative socio-environmental impacts. The case of Vale S.A., Brazil’s largest iron ore producer, operating directly in 85 municipalities, illustrates how the company is transforming its relationship with territories through the implementation of Territorial Action Plans (PATs). With an integrated approach that connects Risk Management, Territorial Development, and Stakeholder Engagement and Reputation, the PATs aim to align the actions of various departments within the company, promoting clarity, transparency, and effectiveness in local operations. The methodology combines internal and external data analysis, active listening to communities and public authorities, territorial governance, and convergence with corporate strategic plans. This approach enables the identification of business priorities aligned with local specificities and the co-creation of solutions with stakeholders, strengthening the dialogue between the company and society. The PATs also support decision-making regarding projects by considering the unique characteristics of each territory, fostering greater alignment with social expectations and enhancing shared value. The case demonstrates how mining can evolve toward a more participatory, resilient, and trustworthy model, addressing the challenges of misinformation and building more transparent relationships with society, moving toward responsible mining in the territories.
