Summary Statement

This presentation showcases findings of a project designed to illustrate how IA aligns with GBA+ principles and practices, focusing on access for queer, LGBTQ2S+, and disabled peoples.


Abstract

Despite work to include gender-based analysis plus (GBA+) in federal impact assessment (IA) decision processes, intersectional analysis is under-utilized across Canada. Barriers include identified needs to broaden areas of focus beyond mainstream understandings reliant on gender binaries, and limited adoption GBA+ IA mechanisms across differing jurisdictions, among others.

At the same time there is pressure to prioritize short timelines for IA. What is unclear is how fast-tracking align with Canada’s commitment to develop responsive and inclusive governance systems that enable participation by members of rights-deserving groups.

This presentation showcases findings of a project designed to illustrate how IA aligns with GBA+ principles and practices, focusing on access for queer, LGBTQ2S+, and disabled peoples. Findings are based on a robust review of literature survey and workshop data from the IAIA 2025.

Patricia Fitzpatrick (she/her) is a Professor with over 30 years- experience with impact assessment. Located in Treaty 1, Winnipeg is also the National homeland of the Red River Métis.
