Abstract

Public trust in urban development projects often depends on whether people can clearly see, understand and have a voice in the decisions that affect them especially when relocation to new settlements is required. ComMap 2.0 is a GIS-based engagement platform created to strengthen trust through openness, dialogue and shared decision-making. The system brings together information on natural hazards such as floods and landslides, community demographics and social vulnerability, along with planning factors like access to services and livelihood opportunities. These details are translated into interactive maps and visual dashboards that make complex technical information easier for everyone to grasp and discuss.
Each processes keeps a transparent record of its reasoning and any adjustments made, creating a traceable history that supports accountability and helps dispel misinformation. By visualizing risks, fairness and trade-offs in a straightforward way, ComMap 2.0 allows communities to participate meaningfully in shaping relocation plans while helping authorities explain and justify policies with clear evidence. When applied in real community engagement settings, the platform fostered stronger consensus, reduced misunderstandings and improved satisfaction.
This paper shows how practical, data-driven tools like ComMap 2.0 can make impact assessments more transparent, inclusive and reliable which helps decision-makers and communities build genuine trust through collaboration and open communication.
