This study presents the development of the ‘Urban Planning Support Platform (UPSP)’ based on the ‘Carbon Spatial Map (CSM)’ to support data-driven and carbon-neutral urban planning in South Korea.


Abstract

In South Korea, the Carbon Spatial Map (CSM) was established in 2023 to visualize city-scale carbon emissions and sequestration and to support data-based carbon-neutral planning. The CSM is an interactive web-GIS platform that visualizes carbon flows in major sectors such as buildings, transport, and forests, using various spatial units such as administrative boundaries and grids. It functions as essential infrastructure that supports carbon-neutral urban policies. Ongoing work focuses on improving spatial resolution and data reliability and enhancing consistency with the National Greenhouse Gas Inventory through data model advancement.

This study introduces the development of an Urban Planning Support Platform (UPSP) based on the CSM. The UPSP simulates changes in carbon emissions resulting from variations in urban spatial structures, enabling planners to compare and evaluate design alternatives and derive optimal plans. The planning support module allows users to review whether an urban spatial structure is favorable for achieving carbon neutrality and to analyze the effects of applying planning elements such as land use, transport, and density on reducing carbon emissions.

The UPSP also includes a carbon-neutral city monitoring module that is being developed to link the stages of planning, implementation, and evaluation, providing a foundation for continuous review of policy performance.
