Abstract

China has announced more ambitious Nationally Determined Contributions (NDCs) and is building the world's largest carbon trading mechanism. Using China as a case study, this presentation will analyze the pathways and effectiveness of policy tools—such as carbon trading and government performance evaluations—in advancing climate change mitigation actions across national, sectoral, and enterprise levels. It will also explore the role and contribution of Environmental Impact Assessment (EIA) in climate mitigation, as well as pathways for its integration with other policies.

Guanyu Hou has contributed to over 30 policies and standards, serving as a key architect and practitioner of China’s climate mitigation policies.
