Abstract

Ecological Zoning-based Regulation (EZR) and Planning EIA are two important systems in China's source prevention system and environmental management, which are complementary. The EZR focuses on clarifying the ecological spaces that need priority protection and proposing requirements for reducing pollutant emissions. It is aimed at addressing issues such as layout of regional development and ecological environment constraints. Planning EIA studies the environmental rationality of layout, structure, and scale, and proposes the differentiated management approaches. The two systems propose environmental requirements from different perspectives and are closely related. Linking the planning EIA of industrial zones with EZR is of great significance for improving the quality and efficiency of environmental management. This study explores the relationship between these two systems, identifies principles and techniques for the connection between planing EIA and EZR, The connection requirements that include spatial layout, total quantity control, and admission requirements are also discussed in detail. Taking an industrial zone planning EIA as an example, three key technologies are discussed: (1)spatial avoidance and layout optimization based on ecological protection red lines and ecological spaces; (2) determining the allowable emissions of pollutants based on the environmental quality baseline requirements; (3) evaluating the level of resource consumption based on online resource utilization. The results provide support for improving the source prevention efficiency of planning EIA.
