Participatory approach linking communities, public management, and oil infrastructure for sustainable development in Brazilian coastal territories.
The Programa Macrorregional de Apoio ao Planejamento Participativo de Políticas Públicas (Planeja+), developed by IBAMA under Brazil’s Federal Environmental Licensing System, aims to mitigate socio-environmental impacts from the oil and gas production chain through participatory and intergenerational governance. Implemented across 26 municipalities in the states of Rio de Janeiro, Espírito Santo, and São Paulo, the program strengthens public management, social participation, and territorial sustainability in regions historically dependent on oil revenues.
Structured around four integrated projects — Environmental Education (PEA), Public Management Action (PAG), Social Communication (PCS), and Research and Management (PGP) — Planeja+ connects public policy, technical expertise, and local knowledge. Combining popular education, action research, and dialogic communication, it builds bridges between communities, government institutions, and the productive sector, enhancing collective capacity for environmental impact assessment and shared governance.
The initiative represents a Latin American model of integration between infrastructure and communities, addressing cumulative impacts and promoting economic diversification in oil-producing territories. The presentation discusses findings from the planning stage, emphasizing methodological innovations and contributions to participatory environmental governance and sustainable territorial management.
