This presentation provides insights for assessing and managing cumulative effects drawn from Tsawwassen First Nation’s Impact Assessment process in British Columbia, Canada


Abstract

This presentation explores the responsibility for assessing and addressing cumulative effects, drawing from an emerging Indigenous-led Impact Assessment process in Canada. In Canada, expectations for improving cumulative effects assessment are evolving in part in response to the cumulative impacts of development on Indigenous communities and their rights and interests, and the emergence of Indigenous-led Impact Assessment processes created and carried out by Indigenous governing bodies. The Tsawwassen First Nation (TFN) Impact Assessment Process will apply to projects affecting TFN’s Treaty Objectives and it outlines TFN’s expectations of proponents and Canadian federal and provincial governments. The presentation outlines how cumulative effects assessments are addressed by TFN’s process, and highlights experience-based lessons about managing cumulative effects in an urbanized landscape.
