Canada’s co-operation agreements with provinces operationalize “one project, one review,” accelerating assessments while upholding environmental standards and respecting jurisdictional roles.


Abstract

The Government of Canada is prioritizing building one Canadian economy by identifying and accelerating nation-building projects that connect and transform the country. In the 2025 Speech from the Throne, the Government committed to establishing co-operation agreements with interested provinces to implement “one project, one review.” This approach streamlines assessments through a single, coordinated process that respects federal, provincial, and territorial jurisdictions, reduces duplication, and improves permitting efficiency.

Canada’s First Ministers agreed to support this goal, enhancing collaboration across governments. Co-operation agreements under the Impact Assessment Act are key to achieving “one project, one review,” applying when both federal and provincial assessments are required. This includes projects under the Building Canada Act that would otherwise undergo dual assessments. These agreements help accelerate reviews for nation-building and other major projects, ensuring timely and efficient implementation.
