n developing Victoria’s roadmap for a circular economy in agriculture, agrivoltaics and bioenergy were highlighted as key opportunities to deliver environmental and community benefit. These initiatives were presented as exemplars of innovation, with the potential to support renewable energy generation, reduce agricultural emissions, and create regional economic value. Early communications emphasised strong alignment with the state’s renewable energy targets and Recycling Victoria policy goals, suggesting a clear trajectory toward implementation.
However, the actual progression of these programs diverged significantly from initial commitments. Timelines for achieving key outcomes were extended, and the scope of planned activities was scaled back. In particular, the anticipated engagement with industry stakeholders—critical for co-design and uptake—was limited due to internal constraints and shifting priorities. This reduction in consultation undermined confidence in the process and missed opportunities to harness sector expertise and build momentum.
The delay and dilution of agrivoltaics and bioenergy initiatives highlight a broader challenge in translating circular economy ambitions into practice. While the roadmap set out a compelling vision, the lack of sustained investment, coordination, and stakeholder engagement has constrained progress. Addressing these gaps is essential to realising the full potential of circular economy approaches in agriculture, particularly in supporting Victoria’s transition to a low-emissions, resource-efficient future.
