Abstract

Environmental Impact Assessment (EIA) proposes mitigation measures, yet their implementation remains challenging. This study presents a third-party environmental supervision framework to operationalize EIA measures, demonstrated through a super-large petrochemical project. In the design phase, supervision verifies construction drawings for compliance with EIA requirements, focusing on project nature, scale, location, and processes. During construction, as a neutral party, it ensures environmental measures are executed and controls pollutants (e.g., dust, wastewater). This framework secures the effective implementation of EIA measures, enabling sustained pollution reduction.
