Abstract

In developing economies, the transparency and accessibility of Environmental Impact Assessments (EIAs) are crucial for strengthening environmental governance and public trust. In Peru, the National Environmental Certification Service for Sustainable Investments (SENACE) has implemented a set of innovative strategies and mechanisms aimed at transforming traditionally technical and inaccessible assessment processes into a real tool for local governments and communities, making them more understandable, participatory, and traceable.
This presentation will share SENACE's experience in promoting transparent environmental assessment through the digitization of procedures, public access to assessment documents, and strengthened communication with local stakeholders and communities affected by projects. It will also address how the use of technological tools, spaces for informed participation, and mechanisms for accessing environmental data has contributed to reducing misinformation and building trust between the State, local governments, and citizens.
The presentation will demonstrate how clarity in environmental assessment processes, beyond technical rigor, becomes an essential component of environmental democracy and a condition for sustainable development in contexts where regulatory literacy and local participation still face significant challenges.
