Abstract

This communication guideline aims to propose practical methods for developers to engage with stakeholders in order to secure public acceptance in privately led offshore wind development projects. In recent cases, the lack of procedural legitimacy in offshore wind development has intensified conflicts among stakeholders, resulting in significant social costs.
In response to this issue, the Ministry of Environment, the Ministry of Trade, Industry and Energy, and the Ministry of Oceans and Fisheries have each developed and released guidelines on methods for collecting public opinions related to offshore wind projects. However, these guidelines only address limited segments of their respective administrative procedures. For example, the Ministry of Environment’s public opinion guideline provides recommendations specifically for stakeholder engagement during the environmental impact assessment consultation process for offshore wind projects.
Considering that the required stakeholder engagement strategies differ across each stage of the offshore wind development process, this guideline categorizes the project into three phases—project planning, detailed design, and construction and operation—and proposes communication responses tailored to each phase. In addition, explanatory materials on various methodologies introduced in this guideline are provided to enhance practical applicability.
