Abstract

In Korea, Strategic Environmental Assessment (SEA) for policy-level plans is mandated for long-term national, regional, or sectoral plans—typically spanning 5 to 10 years—with the goal of integrating environmental considerations into early decision-making processes. However, current SEA practices often replicate procedures and regulatory approaches designed for project-level Environmental Impact Assessment (EIA), disregarding the unique characteristics of policy plans. This has led to a decline in the effectiveness and strategic value of SEA.
This study critically examines the current procedural framework and implementation system of SEA for policy plans in Korea. Through a systematic review of existing policies and institutional practices, the research identifies key limitations, including inappropriate timing of SEA application, rigid consultation processes, and a compliance-oriented review system that fails to support strategic sustainability goals.
Based on these findings, the study proposes a revised SEA framework that aligns more closely with the planning cycle of policy plans. Recommendations include earlier integration of SEA during plan formulation, differentiated procedural pathways based on plan types, and an adaptive review system that emphasizes strategic alternatives and sustainability outcomes. These improvements aim to enhance SEA’s role as a proactive, decision-support tool that facilitates sustainability transitions at both national and regional levels.
