Summary Statement

COMEX reviews northern projects through a structured process: initial analysis, impact assessment study, recommendation and environmental monitoring, in collaboration with all concerned parties.


Abstract

The Environmental and Social Impact Review Committee (COMEX) is an independent body established under Chapter 22 of the James Bay and Northern Québec Agreement (JBNQA). It is composed of members appointed by the Government of Québec and the Cree Nation Government. Its mission is to contribute to the protection of health, the environment, and the well-being of the populations in the Eeyou Istchee James Bay region.
COMEX evaluates development projects subjected to the environmental and social impact assessment procedure in northern environments. It recommends whether or not these projects should be authorized to the relevant Administrator, specifying the necessary conditions for their implementation.
Throughout the process, COMEX relies on the expertise of both the Government of Québec and the Cree Nation Government. When reviewing a project, it pays particular attention to guiding principles that inform the members throughout the project analysis.
This poster presents the various steps of the assessment procedure, from the promoter’s declaration to COMEX’s recommendation, as well as the associated environmental and social follow-ups.
The guiding principles of the Agreement are also presented and clarified.

Environmental professional from Sudbury, Ontario, with a PhD in Ecotoxicology from INRS in Québec City. Serving as Executive Secretary of COMEX for 5 years.
