SEAs in industrial zones and river basins enhance stakeholder trust and support sustainable development.
In China’s strategic environmental assessment (SEA) management, particular emphasis is placed on key sectors with significant environmental impacts, including industrial zones, mining areas, river basins, and energy resource development. Each of these sectors exhibits unique characteristics in the implementation of SEAs, resulting in a wealth of practical experience. According to statistics, over 8,000 SEAs have been conducted for various types of industrial zones, accounting for 75% of all SEIAs in China, alongside more than 500 SEIAs focused on river basins. This study selects industrial zones and river basins as focal areas to analyze the implementation status of SEAs, highlighting recent practical explorations and technological innovations in these sectors. The overall SEA implementation framework is introduced, complemented by typical case studies illustrating how SEAs in industrial zones and river basins enhance trust and communication among government agencies, developers, and stakeholders. The discussion also addresses how government authorities, during the review of SEA documentation, ensure that the assessment process continually supports regional environmental quality improvement, ecological function protection, and sustainable economic development.
