The practice of HIA in the province of Québec has made significant and steady progress over the past two decades. HIA has undergone extensive experimentation since and achieved wide dissemination.


Abstract

The practice of health impact assessment (HIA) in the province of Québec (Canada) has made significant and steady progress over the past two decades. Initially introduced as a concept in the Public Health Act, HIA is now conducted in most of Québec's health and social services regions. Designed specifically to inform and support decision-making in local and supralocal municipal environments, HIA has undergone extensive experimentation and achieved wide dissemination, largely due to the institutional support system put in place at provincial level. The Québec experience thus offers valuable lessons and highlights the challenges associated with institutionalising the practice.
This poster will provide an overview of the evolution of the HIA in Quebec and present the current process involving provincial and regional public health authorities in municipal projects. Some achievements and current challenges will also be presented from the perspective of developing the HIA in Quebec.


Author Bio

Émile Tremblay conducted more than 20 HIAs between 2011 and 2022. His role now consists of supporting public health professionals who carry out HIAs in the municipal sector.
